Top three words in the budget speech were ‘development’, ‘invest’ and ‘infrastructure’. These words have been the cornerstone of policy-making for the past many years, and there were apprehensions that with a few key states going to elections, the longer-term development thrust may go on the back-burner.
Continuing with the thrust on infrastructure, the nature of government spending has also been tilting more and more toward capital spending from revenue spending. Spending on key sectors like housing, railways, metro, and urban planning has further improved.
